Run is Missing in Vista
You can not see Run in Start Menu
Reason :
It is Windows Vista default setting
Solution:
By default Run is missing in Vista start menu where you used to find in Windows XP. The new location of Run in Vista is,
Start Button –> All Programs –> Accessories

if you want to access this quickly, then you can place shortcut of this icon in Desktop or quick launch bar.
There are two ways to get Run in Vista start menu,
1) You can change default start menu to ‘ Classic Start Menu’.
To do this, Right click on task bar, select Properties and go to ‘Start Menu’ tab. Select ‘Classic start menu’. once you apply, Run will appear as shown below…

2) This method can bring Run to default start menu.
To do this, Right click on task bar, select Properties and go to ‘Start Menu’ tab, click customize when first start menu is selected.

Check the Run command check box, press OK.

Also, there is a shortcut key to open the Run command by keyboard.
Press Windows key ( between right Alt and Right Ctrl keys) wit R key. (Windows Key + R).
